If you can find a picture or drawing to show the location and orientation of the thrust bearing and shims it will help with assembly. The thrust bearing is directional and the shims take up play between all the components and the axle eye.

The king pin should hard hand press or light tap into the axle eye. If you can sand the old king pin for a real loose sliding fit, you can use it as you trial fit the shims, then when all is within specs, push it out with the new pin and your all set. Make sure to pack the thrust washer before you install it.
