Hy Dieseldude03, your brake lines may be rusted on the inside, and they are clogging the lines. You already replaced one rusted through line, so maybe they all need replacing, replace all the flexible lines as well. The noise you're hearing is the atmosphere valve allowing air into the power side of the Hydrovac. Rebuilding or replacing all the components is the safest thing to do.
