Ok, so the starter is actually spinning while the flywheel is not turning. You have not mentioned any grinding sound so the only possible way that I think this could happen would be a faulty one way clutch inside the drive that you were looking at. I didn't realize that the starter was actually turning. I would put a new drive on it.
