the dropped shims came from the same place, body shims are commonly found there - that mount point is always a rot problem, there should be a weld nut inside that lump - the PO prolly found the threads corroded away and shrugged it off, you're faced with taking the piece off and replacing the nut inside or putting it back together the way it was
