If there was no repair/rework that does seem a tad high for an in person quote. A phone quote will often be high because they can't see what needs to be done until they have the part in hand. Every chromer I've dealt with will shoot a firm bid if the part(s) is sent to them for inspection. If the price is too high they send the part back untouched and on their dime.
