There are 2 adjustments on each wheel. All the adjustments are right hand threads so the adjuster spoon goes in opposite directions. Tighten each adjuster till the wheel gets hard 2 turn & back it off 2-4 notches. When these are right there is practically no movement in the brake poedal. You just apply pressure.
