The right way to adjust Bendix brakes is to adjust the shoes out against the drums until you get a firm drag (not locked up) and then back the adjuster starwheel off one full turn. Don't pay any attention to whether or not you can hear or feel drag- - - -the shoes self-center when the brakes are applied, and as soon as the pedal is released, they move away from the drum enough to roll freely. One turn on the adjusting wheel is 10 clicks on the coarse-tooth starwheel that does not self-adjust, or about 20 clicks on the fine-tooth self-adjuster type starwheel. Yours probably has the coarse-toothed adjusters.
