see this pic - "A" is the idle mixture adjustment, turned alla way in, the engine should die - "B" is the idle speed adjustment, which should control the idle speed regardless of the choke setting, except that choking it will move the cams the lever presses against ... you may have gotten the main lever [with the B adjuster] on the wrong side of the top or bottom cams ... so yes, you may have got things together wrong
