Well.. It gives a place for the bead to nestle into so you can force the other half of it over the lip of the rim.
Try removing or installing a tire from one of your lock ring wheels without first removing the lock ring. (pretend it's a one piece wheel with no drop center)
Then try the same with any single piece wheel, it'll have a drop center, and you'll quickly see how it helps.
