further on what Tiny sez, the cable pulls the linkage rod to increase throttle and maintain that as a minimum, if you then push the pedal it opens the carb more without affecting the hand cable position .... looking at it from the other direction, the hand throttle prevents the foot feed from coming all the way back to idle, so it doesn't act like modern cruise control, the use of the foot feed doesn't affect it
