If all you do is scrub the fenders a few times with sandpaper to get the rust off, then why not use some Phosphoric Acid and a rag to wipe it off? Don't let it dry, wipe with a wet rag, then wipe with a dry rag. Use some PRE cleaner or other surface cleaner. Then hit it with a coat of epoxy. Once that is done you have a piece that is ready for some dolly and hammer or filler, 2k then paint.
The frame I would sandblast. Hit that with epoxy and some Chassis Black and you will be good. Any chips can be easily repaired. Just sand the epoxy before the topcoat or spray the topcoat within the recommended window.
