Mine was spray painted over also. I used a buffing wheel mounted on a drill. It stripped the spray paint and left ID plate paint. It came out OK. The paint is worn but very readable.
When I die, I want to go peacefully like my Grandfather did, in his sleep -- not screaming, like the passengers in his car.
