Most states make rules parallel to the Federal rules. However, they are at liberty to make stricter regulations, but not more lenient regulations. In Texas it is enforced by the TCEQ. They have regulated my gas stations since 1988. Three times they have taken me to administration hearings. Twice I received favorable rulings. The third one, they filed for a continuance for the reason that their prosecuting attorney happened to be in jail. That was in 1998 and there has never been another setting. I just don't want any more regulation by these clowns.
