I've had the same experience, even at a couple junk yards, many can sell some items, but not others, or they can sell parts, but not whole vehicles (SUPER annoying at times). Also there's a big difference between a recycler and a junk yard, recyclers are typicaly only licenced to deal raw materials to other recyclers/processing plants, no public resale at all. Getting caught dealing to the public may result in fines that can be devastating, and in this day and age it's no worth the risk.

Myself, being in WA, getting a biz licence is pretty cheap, so I could easily get a licence & buy materials for resale. I'd do it too if I had a place to store my parts and moreover had the $$ to buy them. Have thought about it a few times, eps. this last week when we drove o0ut to Eastern WA and I saw all that old iron baking in the desert sun.

I've had an idea for a DIY auto shop biz for a good while now, even have a place in town that would be perfect for it too. But the killer is the EPA requirments, and of course everyones favorite mandatory rip-off, insurance. It's doubtful I could keep afloat with all that garbage on topo of the assinine lease rates in this area, but when you take into account that a single violation of EPA regs by a customer would sink me. For instance, having a pan of oil with a an oil filter in it sitting unattended is not one, but TWO violations, each could be upwards of $15K, and you cannot challenge them or get them reduced. It's pay or pay more, pick one.
