Had a similar problem with my 1938 1/2 ton with stomp starter. I found the problem to be the starter switch was not correct for the model truck. It was for a passenger car (later I think) and the contact was slightly "taller" than the correct one for my truck. The motor was engaging before the drive gear was meshed with the flywheel ring gear. At least with my truck, the correct switch made the difference.
