The red "wrinkled".
Wrinkling is caused by too many top coats to soon over un-flashed paint. It looks a lot like a fingerprint...
Go get a book on Automotive Painting it will cover (or should) trouble shooting paint problems.
This was very amaturish for a guy taking money for work.Paint needs to "flash off" between coats or it will have a "orange peel" texture, wrinkling is extream orange peel.
Wrinkling can also be caused by soft (not yet fully dried or cured)incompatable undercoats.
This guy shot the red over the black before it was fully dry. He should have removed the black, made sure the surface was properly prepared and applied the right stuff, WAITED till it was "cured to service" and THEN called you.
