Terrible job taping of the surfaces to protect. Looks like the solvent from the first coat was not allowed to dry or flash and he just laid the second and subsequent coats on thick, trapping the solvent from the first and resulting in the lift or rippling effect you have. I believe this was already posted by another member, so get your $ back and try it yourself if you want, can't do much worse than that quality wise. Who knows, with a little patience, you could be a "Foose" in the making.
