No rubber used on the running boards.
An anti-squeak pad made of something similar to tar paper was used where the board mates with both fenders.
On suburbans and panels, a gasket went the length of the running board along the mentioned holes. It was about an inch wide and maybe a sixteenth of an inch thick. It was held in place with tubular rivets.
