contamination, maybe left on imperfectly cleaned emblems, maybe from polish you or the chromer used, or something in the paint, could just be entrained air from using a brush - should have been visible before the paint dried ... the wrinkling next to the 3100 looks like recoating before the firt coat had enough flash time .... pretty messy on the tops of the letters/numbers too for a "pro"
I'd clean it all off with the right solvent and do it myself with nail polish
