MOST DEFINITELY it acts as a stop!
This is a totally different situation from what I thought you had.....a situation where you can't adjust the clutch without knowing the "end points" of the clutch pedal travel. I think you have done about all you can do without the body on the chasis or the cab on the truck. You can fix this problem, but you need to move on with the project and worry about the clutch situation when that time comes in the assembly of the truck. At that time, you will be able to solve the problem if, in fact, there will really be a problem.
