That line is simply an overflow tube to vent excess oil from the rocker shaft. Crimping it puts more oil to the rockers and less being dumped back into the crankcase. Leave it "as is" and be happy you've got enough oil flow to make it leak a little! Sometimes the feed pipe from the bottom of the engine gets clogged or restricted, and the rockers get starved for lubrication.
