First, get a shop manual (should be linked to this site) and go completely through the 'tune up' proceedures. From compression test, valve adjust, timing, carb etc etc vs. just what we would call "Easter Egging" in the Navy.
Also a vacuum gauge is an inexpensive little tool that's great for so many tune up items.
