If the head is full of water and it has been sitting out exposed to the elements for a while, the likely hood of rebuilding it may be small. Then the cost may be prohibitive. Even if you get the head off, you may have to break pistons apart to get them out of the cylinders, only to find them pitted beyond repair without sleeving the engine.

But you really won't know untill you take it apart.
