The shift arms on the cover have 3 positions and are held on place with a spring and ball. The arms are in neutral when in the center position. The second/third fork has the small slot and needs to slide into the ring around the syncro drum. Slide the drum all the way to the front and then all the way to the back. Halfway between the 2 will be neutral. The other fork(first/reverse)slips over the first speed gear. Do the same as the other...all the way forward and all the way back and then halfway in between. Make sure the hump on the fork is nearest the rear of the transmission. When they are in the right spot the cover will go right on. Here's a link to a pic and more instructions in the shop manual.
