I've seen thoes filters that use the TP.If the proper canister is used on the old oil it will clean the oil to it's new out of can color.As far as causing engine damage can't see why it would.Just soake in oil before it's installed.All filters should be filled with oil prior to installing so as to allow oil to flow as soon as possible.Insure that your mechanic does this when and always before the filter is installed.
