Ask whoever sold the cable to you. A new cable is usually ready to use (ie lubricated) whether custom-made or off the shelf.
It is recommended not to lubricate a speedo cable, what you will squirt/spray in there may interfere with what is already in the housing, or cause more problem than anything.
