The sad fact of the matter is that nothing is going to neutralize rust between two pieces of metal such as lap joints. The product must come in contact with the rust itself so unless you submerge something like a cab in the product long enough for the product to seep into every crevice the rust will continue to grow.

Do the best you can and keep moisture away from the rust.

I use Eastwood Rust Converter and Encapsulator and find it works very well... as long as it comes in contact with the rust.
