you won't hurt the brg race. you may have not have been given the right sleeve. other possibilities is 1; you are missing a washer and you have run out of thread. you crossthreaded the nut. You do not have the poop to tighten it. tjere have been a lot of the sleeves crushed over the years so it in not impossible. to me it sounds as there is a reason that you have perhaps bottomed out on the thread. it could even be the wrong thickness of brg(right od & id, but wrong thickness? anything is possible)
It is more than likely something that you have missed and you have now looked at it to many times and now can't see what the problem is.
if you have a blow up of the assembly just go back and match part for part. if you have the old pieces, measure to make sure hat they are identical
sometimes you just have to give yourself some space and look at it tomrrow with a hang over or whatever and you will see what it is
