Tim, all trucks over 80" built after December 25, 1968 must meet this. This covers almost all vehicles that are feasible to use commercially. However, trucks built before Dec 25,1968 must meet the safety standards at the time they were built. My interpretation of this is that the lights that your truck came with have to work. Who would be to say what was required when your COE was built.
