The harmonic balancer is pressed on. You have the puller and are using it right. Put you vehicle in gear so that you have the weight of the vehicle to help hold the engine in place. Otherwise you will just spin the engine like you said you were doing. Wouldn't hurt to spray some kind of penetrant onto/into the pully either. Try WD40 or PB Blaster, I have had good luck with those. Good luck, and let us know how it turned out!
