My first thought on your hesitation is that the accelerator pump is at fault. You should see a good stream of gasoline from the discharge jet when you work the throttle with the engine stopped. If you see only a dribble or a delayed discharge, the pump is not working as it should. You should see the pump discharge for nearly the full throttle travel. Pump check valves are often the cause of that trouble. Vacuum leaks are a possibility, also, but vacuum advance and distributor causes are low on the list.
