When you say not full pressure what do you mean? Does it just pump oil to the valve train and not the crank?

Just purchased it from an old fella that had it in his garage for the last 15-20 years. He told me every summer he took it for a few rounds around town. He kept it in good running shape and well mantianed.
He was getting on in years and was starting to sell some of his stuff. He sold a 41 in the same shape for the same price a week before I bought the 38. He seemed a little sad to see the 38 go.
