The missing part is actually a dust boot, not a plug. It definetly should be there. New wheel cylinders, or rebuild kit if you go that route, will have new dust boots, plus seals.
You might try checking with your local parts store, you may be suprized at what they can get, and posibly save a few $$ at the same time.
