sounds like you got a notary that is mis-interpreting some obscure rule. I would try another one first. if a paint job is required, I would recommend a water soluble finger paint, get a picture quick and wash it off. I can't imagine that paint is going to make your truck any safer and safety should be the only thing the government has their dirty mitts in.
