Fish eyes are due to something on the surface like oil, silicone.
If you are sure the surface is clean I'd look at the spray equipment to make sure the contaminates are not getting in that way.
You could also try a fish eye eliminator in your paint mix.
Shoot your first coat a little dry, I mean don't try to get full coverage with the first coat and leave the wet coat for the final coat.
