I don't see why not, the water pump should control the water flow. You could always just move the filler cap to the top of the tank.

Look at the link and you will see that this core is running up and down just as your would be. You will need some mounting flanges, simple angled aluminum will work, again see above link. You are looking at a dirt track radiator, they work really well, Dad has one cooling his 478 ci Pontiac that has a block half filler with concrete. (concrete is for cylinder wall stiffness on race motors)

Mounting will be you biggest challenge.
