If that is the case a little carb cleaner should get it off. They are available at any parts store. Just tell them you want the GM brass fuel filter. They used the same one for many years. I have the air cleaner stud but like Der Man says you can make one out of threaded rod available at any hardware store. If you cant find the filter let me know. I can send one or get the part number.
