If the paint on them isn't too bad just scuff it up with a scotch pad and paint over it. No matter what you do you're not going to do a better job of surface prep than what came from the factory.

If the paint is chipped with rusty bare metal showing it would be best to have them blasted and then prep and paint them the same as you would any other steel part of your truck.

I guess hot coating is also an option.
