If you want to paint them and they still have good paint on them I have had excellent results scrubbing the wheels all over with a scotchbrite pad and lost of water, then wash with soap. finally use spray cans of your choice. As Woody said the original paint is usually quite tough, so leave it there if it looks good and coat over it if you want a different color.
