Oh, and here is another rule or two:

If the acting chief appoints a new Chief, that chief will serve in the same status and term as a regularly elected chief. An appointed Chief can then appoint his own Deputy and 1st Engineer. All members are eligible for those offices ... except former acting chiefs.
