On exhaust you would use grade 2 fasteners because the heating and cooling cycle will anneal the material. Starting with Grade 5 or Grade 8 will only cause the washer to eventually soften or crack where you bent it.
I would guess the header bolts are a universal kitted bundle, hence the 8 of them.
