Safety issues aside, the original configuration of the hand throttle does allow for gas pedal override.

The way it mounts is that the center of the throttle cable replaces the cotter pin that holds the accelerator linkage rod into the throttle lever on the carb. When you pull the hand throttle, it tugs the throttle open, but the rod is still free to slide on the cable end so if you floor the gas it still moves.

Another option is to run a short length of chain between the end of the cable and the throttle linkage to accomplish the same thing.
