Mine was drilled/tapped with the crank in the block.
Keeping the hole square to the crank can be tricky but if you have a friend to help, it's not that big of a deal. The guy with the drill looks straight down keeping the bit straight from left to right. The helper watches from the side keeping the drill straight up and down.
Or you can make a guide fixture if you have access to a lathe.
