I don't know about all states but in maryland you can stlll get non commercial license in the same classes as the CDL air brake test might still be required. I would think hobbyist would be able to get one in that catagory if their state offers the non commercial license.
Insurance can be a problem on anything larger than 1 ton antique. Gulfway seems to be the only insurance broker that goes after Antique Commercial Vehicles and their posted policys are much more liberial than some of the other policys. I've heard they are a little more expensive than JCTaylor bout easier to work with.
