If the float hangs up for any reason at all the fuel level will not be proper. In order for it to blow out the bowl vent tube, it is way out of whack...or sunk completely.
The float level must be set properly, the float chambers must be 'water tight' and the little arms and chambers must not be bent and rubbing on the bowl itself.
