I have had no problems with my fuel pump mounted glass bowl filter. the bowl is upside down, on the very top of the filter, quite difficult to get at from the road.

I have not had one mounted at the carb, but I would not expect it to fill completely, as it probably traps air, if the truck runs fine don't worry about it. Mine also traps some air, but nothing to do about it, and no need to try.
