There was no "VIN" in '51. It didn't start in trucks until the 60s.
The chassis ID plate was on the driver's door hingpost and was removed PER CALIFORNIA DMV!!! Why they do this I do not know but there's some logic to it with Cal DMV. Michigan and Kansas also do this, and then install their own plate.
Your burb is most likely VIN'd to the engine serial number.
