I believe some of the Fram filters had a drain plug in the bottom. I've not seen any of the one-quart AC filters that had them. The return is thru a 1/16" hole in the center tube about an inch or so from the top. Which by the way you should make sure is clear when you change the filter.

The guy with the old Blue 50 has the right idea. When I worked as a greaser at the Chevy dealer back in the late 50’s we used one of those siphons that look like a grease gun with a plunger handle in the end, just a commercial turkey baster. Then a lot of shop rags to soak up the rest. Good time to use up all those old ragged clothes that the wife’s been bugin’ ya to get rid of!

By the way Blue, that is an arful purty Blue truck ya got there, I’m jealous, wish I was that fur along on mine. Where’d that pad come from ya got in the bed???
