You can remove all the stuff from the hubs while the drum is still attached, its just a little awkward due to the weight. As Mike said above, his had screws. I remember mine had some type of rivet or clip fastened through to hold the drum to hub. There really isnt any reason to need them attached as the wheels will hold the drum on when the lugs are put on, just make sure everything is lined up on reassembly.
