It seems to me that your rings have to be at least fairly worn, on account of the blue smoke. The increase in smoke when you let off to shift is probably from engine vacuum sucking air from the crankcase into the cylinder(s) around worn or broken compression rings. I'm not saying the zero reading isn't from a stuck valve, but it seems likely that a rebuild may be due even if/when you get some compression back after valve work.
